The Artemis Accords constitutes a non-binding multinational agreement involving the United States government and other global governments engaged in the Artemis program. The program, led by the United States, aims to return humans to the Moon by 2025 and further extend space exploration to Mars and beyond. As of December 4, 2023, thirty-three countries and one territory have signed the accords, representing diverse regions across the globe. Crafted by NASA and the U.S. Department of State, the Accords provide a framework for collaboration in the civil exploration and peaceful utilization of the Moon, Mars, and other celestial bodies. They explicitly adhere to the principles of the 1967 United Nations Outer Space Treaty, obliging signatories to uphold its tenets, and reference key U.N.-brokered conventions constituting space law.
